More Form-Filling for OCI Cardholders
Beginning October 1, the Government of India has made it mandatory for all foreign nationals and Overseas Citizen of India (OCI) cardholders to submit a digital e-arrival card before entering the country. This initiative is part of India’s broader plan to modernise and digitise immigration and border management systems.
A Step Toward Contactless Immigration
Under the new system, passengers will no longer be required to fill out the traditional paper disembarkation forms handed out during flights. Instead, they can now complete an online version — the e-arrival card — before boarding.
According to the Bureau of Immigration, an OCI cardholder is defined as someone “registered by the Government of India under Section 7A of The Citizenship (Amendment) Act, 2015.” The e-arrival initiative aims to simplify entry procedures, reduce waiting times, and speed up immigration clearance at airports. Described as a “digital-first” move, the system is intended to make travel to India smoother, safer, and more transparent.
What the E-Arrival Card Does
The e-arrival card collects essential travel details, including passport information, flight number, address in India, purpose of visit, and duration of stay.
Travellers are encouraged to complete the form up to 72 hours before travel via the following official platforms:

The online process is free of charge and can include details of up to five family members on a single form. Once submitted, travellers will receive a digital confirmation, which can be presented at immigration counters upon arrival.
The Bureau of Immigration has also provided a six-month transition period starting in October, during which both paper and digital forms will be accepted. However, travellers are encouraged to adopt the online method early for a faster and more convenient experience.
Not the Same as an E-Visa
Authorities have clarified that the e-arrival card is not a visa. Travellers must still obtain a valid visa (traditional or e-visa) before entering India. For instance, an American visiting India on a business e-visa must also submit an e-arrival form.
This requirement, however, does not apply to Indian citizens or OCI cardholders travelling domestically within India.
