Time for action, provincial councils urged

Provincial councils have been urged to operate like municipal councils in order to generate their own income.
Deputy Permanent Secretary for Indigenous Affairs, Colonel Apakuki Kurusiga, said it was time that provinces venture into income generation projects for their councils and lessen their reliance on Government help.
He said if provincial councils generated their own income then they will be able to achieve development sooner rather than waiting for State assistance.
As a result of trying to encourage this, the Fijian Affairs Board has introduced the creation of Senior Assistant Roko posts in provincial council offices in the 14 provinces.
He explained that in the current set up the Roko Tui is assisted by the Assistant Roko Tui and they serve the people of the province’s they serve in.
However, the senior Assistant Roko Tui is tasked with looking after the actual operation of the provincial council.
This, Colonel Kurusiga says, is in line with moving towards identifying income generation opportunities for the respective provinces.
He has also urged all provinces to work with Government and assist in the country’s progress.
Colonel Kurusiga said the time for talking about ideas was over.
“It is now time to achieve things,” he added.
“The only way the provincial councils can prove themselves is through their achievements. And we are urging them to operate more like municipal councils and to look for income generating initiatives.”
The Fijian Affairs Board is also working towards the drawing up of village by-laws that will require close work with the provincial councils.
The councils are expected to produce a monthly report of consultation for the by-laws with villages and districts in the 14 provinces.
A final report is expected to be with Colonel Kurusiga, who is handling the exercise, by June 26.
