Helping first home buyers


National values home ownership. That’s because it provides stability for families, strength for communities and security in retirement.

So it’s important for young people to get their foot on the ladder, and into their first home.
We’ve been tackling this issue head on. For a start, one of the best ways the Government can support more New Zealanders into home ownership is by helping to keep interest rates lower for longer. We're doing that by carefully controlling our spending and sticking with sensible economic policy.

We are also working to increase the amount of land available for new houses, and to get those houses built. We’re setting up housing accords with local councils to free up more land. We’re reducing building material costs, reining in infrastructure and compliance costs, and investing in sector skills and productivity.

If re-elected a new National Government will double government support for first home buyers, and over the next five years we’ll help 90,000 New Zealanders into their first home.
Our HomeStart policy is the most significant Government support for first home buyers in more than a generation.

What’s more, we’ve carefully designed our policy to get more new homes built in an affordable price range – just like they used to be.

There are three sets of changes we’re going to make.
Firstly,the new KiwiSaverHomeStart Grantwilldouble the support for people who are buying or building a brand new home.

Secondly,first home buyers will now be allowed to withdraw the Government’s annual contribution to their KiwiSaveraccount – the member tax credit of up to $521 a year – as well as their own, and their employer’s, contributions.

Finally, Welcome Home Loan house price limits will be aligned with the new KiwiSaverHomeStart Grant meaning home buyers need only a 10 per cent deposit to get a government-guaranteed loan.

Our changes will ensure more New Zealanders are able to attain the dream of owning their own home.
